How to Blur Faces?
Does anyone know how to blur/distort the faces of people in Vegas? The person is walking around a bit, and I want the blur to always be covering his face, but have everything else be in focus.

Several ways, but the easiest, IMO, is to put a piece of generated media on a track above the video track you'd like to blur/distort. Use a cookie cutter to size the generated media and locate the area you'd like to blur/distort.
Drop on the Pixelate or Blur (or both) filter to the generated media. Then reduce opacity of the generated media to suit. Rather than use the generated media, you can also just use a copy of the same video event (CTRL+DRAG to make copy) and apply the cookie cutter, blur, and/or pixelate filter.
