Part Frame effects

I wish to alter brightness & contrast in just the top half of the frame in an event. Is this possible & if so how do I do it ? I assume you would open the "event pan crop " but what then ?

You'll need the clip on TWO tracks. On one of the tracks, apply the effect. On the other - don't. Now use masking (however you wish to apply it) to let the lower track appropriately show through as needed.

So, for example, on track one, have the clip with the effect applied.

On track two have the clip with no effects.

On track one, you could use the Pan/Crop Bezier masking to "cut out" the bottom half allowing the unaffected clip to show through in that area and even "feather" the edge.
