Vegas 5 > 4 ?
can I open a Vegas 5 project with Vegas 4 and edit, etc.

No.
You can open a Vegas 4 project in Vegas 5, 6, 7, but you can never take that same project backwards. What you *can* do is export an EDL for Vegas 5,6,7 and open the EDL in Vegas 4, but any filters, etc will not accompany the EDL.
