Capturing in different framerate

Hi everybody,
I use minidv cam PAL, so is there any software that can allow to capture my footages in different framerate other than 25fps (i.e. 30fps or 24fps,etc.)???

When you capture, you simply copy the footage from your tape to the computer. You can then put it on the timeline and render to any other framerate you desire.

That's obvious, Edward, but if you can render for example 25fps on the timeline to other fps without shutters, just tell me the magic. Whatever you do, you will get 30fps or 24fps finally of course, but you lose the smooth motion, right? So, if there is a software which can capture DIRECTLY in framerate choosen by the user, the result would be pretty smooth with new desired framerate. That's what I am looking for. Myabe the only way is analog capture, huh? So, any help?
