Faking an echo
So, if you take a clip of someone simply saying 'hello'. And wanted to make it sound like helooooooooo, with that long ring on the 'o', is there a way to fudge it in Vegas. I can add reverb, but if I shorten the clip, the reverb is abrupt. soo is there a simple way to fudge it?

ummm... right. It's been 10 years or more since I've done this.
If I recall, a workaround is to route the audio track to a bus, then add the reverb effect at the bus. Something like that... Sorry if this is a dead end, I'm not in front of Vegas at the moment.
