...if you use Vegas, just render your PAL files to mpeg2 and DVD architect 24p NTSC template (either normal or widescreen depending on source) .... very fast end efficient render from 25 to 24 frames conversion, much better than 29.97.... and yes it is playable in all NTSC players out there... just make the final authoring stuff with DVD architect ..... no fuzz, no mess.....
