in Vegas you can insert a velocity envelope and go to 300%-then if that's not fast enough render the clip to DV-AVI and bring it back to the timeline and insert a velocity envelope at 300% repeat as needed.
You can also go into the clip properties and change the playback rate. That with the velocity envelope will give you 400% speed increase.

Ctrl-drag left to 400%, insert velocity envelop for another 300%. So that is 12 times faster. Don't forget to trim 2/3th of after the envelop.
Save it as xx.veg, import the xx.veg and repeat. 144x is often fast enough. |

In Excalibur, there's the Strobe tool that you could use to cut x frames keep y frames. Then you could use the gap/overlap tool to remove the gaps. I'm sure Ultimate S has something similar.

Depends on how fast you want it. If you want it 4 times faster, cut 3 frames and leave 1 (or would that be cut 4 frames and leave 1?) Bottom line is that you can cut any amount out using this method meaning you could speed things up 2000x if you wanted.
