Converting 60p to 24p

I'm working on converting some 720p60 footage to 24p and while it looks ok just rendering it out as such, it stutters a bit. Does anyone have any recommendations for doing this in Vegas? I'm new to this 24p stuff and have 0 experience with it.

Well, I was using the general project properties set to 720 24p and then rendering. Hmm. Am I screwing this up?
