Is there some place to search for a royalty free / creative commons version of a specific song, say Celine Dion's The Power Of Love?

No because the song itself is copyrighten, not just who is performing it. In order for it to be CC the composer would have had to have granted that use. In this specific case, I highly doubt that is how it is.
