good method for cleaning non-fluid heads?

I've got a cheapo tripod I'd like to give to my nephew (budding videographer - got accepted into his schools video announcements team as a cam op for next year - I'm so proud :D - ahem, anyway!) but I'd like to clean it up a bit first and try to make it a bit more usable. It's not in bad shape, but the head sticks more than even a non fluid head should. Is there anything I can do to clean it up a bit to get better performance out of it?
