Velbon Sherpa 538- a real fluid head?

hello to everyone. I wanted to get a Manfrotto with a 501HV head but I just couldn't afford it at this moment and I came across a new Velbon Sherpa 538 which I was told has a real fluid head...It feels good and stable (for a $200 price tag not bad). Has anyone else used this tripod? Is it really a fluid head? How does it compare to an entry level Manfrotto?
