Libec TH-650 for small cam?

I'm newbie to the tripod use.

I saw Libec TH-650 for JPY 17800 (apr. 150USD) here in Japan.
Is that a good price and how does this tripod would behave in combination with small (sub 1 kg.) cam as GS100?

I will appreciate any comment, advise or even other variant.

I think that is the Libec 20 in the USA? If so, it has a few problems that aren't nearly as apparent with small cameras as they are with a Sony PD150 size camera. I like using it with my Sony PC110, but not with a 150.

But it is good value for the price.
