AE Posterize Time effect

In Efter Effects there is a filter called Posterize Time, and it implies that it can impose a specific frame rate onto a layer, i was wondering how it does making 29.97 frames a second look like 24 frames per second. does it really do it? or is it a sort of hope and dream?
