Web series marketing and premiere

I'm starting production on the first episode of a web series. It should be about 15 minutes when it's done. I'm wondering if I should try to submit it to film festivals as a short. If it gets in, use the showing as the kickoff for showing the series.

The festival will be months after I get the notice it was accepted. I could use that time to film some more episodes, so I could take advantage of the visibility from the festival showing.

How does that strike people?
