Nope. You need a license for the underlying material.

I thought so...
But I saw a tv show in Houston and the guy has this music in the background... I guess he just doesn't realize it's illegal..??? thanks |

Music in the background is a slightly different question, though the answer is usually the same -- it's infringement of the underlying material. Do a search on my name and "incidental reproduction" for some discussion on the topic.
