Steadicam Flyer Arm

In the trainning tape "Advanced Steadicam Techniques" Vol 5, Jerry Holway states that the master arm likes to "ride high"(arm tension). He also says some of the older arms like to ride low. Does anyone know if the performance curve goes up if the flyer arm is set higher or lower than neutral?
