I can't answer for AVID, but Vegas Pro handles mixed formats well. The quickest thing would be to run a test. However probably better for this project to stay with 25P to maintain a uniform cadence. Otherwise viewers might notice the change from so-called "film look" to "video look".
On NTSC and PAL: Bob and I were being a bit pedantic insofar that PAL and NTSC are SD formats.
