Special effect needed in Camera

I have a producer who wants to film some traffic at night
where all the headlights and tail lights bleed across the picture.
as the cars are moving.
Does anybody know what Shutter/angle/frame setting I could use?

I'm using an EX3 shooting 1080/50i Pal.

EX slow shutter - probably 16 frames.

A 'gotcha' I had not noticed before is that slow shutter (SLS from the shutter menu) has no effect until the shutter switch is set to On, whilst EX Slow Shutter works regardless of the shutter switch.
