Create a custom template in Compressor to make your 4:3 SD version QT file. Create an empty SD 4:3 sequence in FCP and import the file the compressor makes as a single clip on that sequence. Play sequence back through fw into a DV converter (ie: Canopus ADVC110).
If I understand your problem correctly.
