Right, my point was just that the sizes you ended up with for the jpegs is approximately the same size you would get with Iframe-only 35mbs video - and since the jpeg compression didn't create banding on the good examples I think it rules out that explanation for the banding in the bad examples. It may still be a compression issue but it's not simply a matter of exceeding the available bandwidth - it's an error of some sort.
