Petrol rain cover

For anyone who uses the Petrol rain cover PRC-DV, designed for the PD150/170: the top of the cover has a small bag sewn into it, and to the side of and slightly below that is a small semi-circular flap that rests over the clear plastic side.
What are these for?
I slip my hand into the small bag-type piece to grip the cam's handle, and my palm rests against the flap. This works fine, but is this what these pieces are meant for?
