Dv to HDV

Hi everyone hopefully there is someone with big smarts that can enlighten me I shot footage in Tibet on sony HVR A1U I first dumped it in DV (Premiere pro PC)
and did a basic offline I now want to import in HDV and when I set the Time code in, for HDV the same as the import in DV it jumps 21 or 22 frames which will cause a lot of work if I have to adjust every cut ( I have 32 hours and a lot of cuts) Help!!
