Good question. I think that until recently, the people shooting 24P were fairly serious about film making, and were in total control of set lighting and would use high frequency ballasts in any fluorescents.

24P gives the same issues as 25p in a 60hz country. When shooting under 50hz lighting you sometimes get a very slow dimming/brightening effect as the camera and lights go in and out of sync. It's often hard to spot as the frequency and amplitude are normally very low.
I almost always shoot 25p these days. I've got used to the cadence and judder you get sometimes. I always use a 50hz/180 degree or faster shutter and this helps. Most of my material is either for the web or for stock footage for HD productions where progressive (25/24p) is the norm.
