Lux level vs stops

Is there a quick method or formula to determne:

4 lux vs 3 lux. How much difference is that in terms of aperature setting? If a 3 lux rating allows for f-3.5 at 1/60 lets say, then a camera rated at 4 lux would require how much of a change in iris for the same exposure?

(Do I understand this correctly)?
