I usually stay on the safe side and use a c stand if I'm flying a light over someone. I'll put a couple 20 lb sand bags on the base to make sure it's not going anywhere. Just make sure the light is attached very securely to the arm, and if it's possible to not hang it "directly above the talent" then at least you know that if something catastrophic happens (earthquake?) then the light is less likely to fall on their head.
