I agree on the guerilla approach... Home Depot has some great 250W clip halogen lights for $10 each.... I have lit a lot with those.

Also, for books : Lighting for Digital Video & Television, by John Jackman. This has great info for lighting. You are really better off with great knowledge and poor instruments than vice versa.
