which way is right one?

i have NTSC camera but i live in PAL country. My final project will be mostly in PAL, i will have just some copys of NTSC version. So PAL version is more important for me.

Should I convert all the raw footage to PAL and then edit it, or should i convert it after editing?
For converting i use DV FILM Atlantis.
