PAL DVD won't play in U.S.A.

A friend in America recently visited for short time for funeral.
He took over an old PAL VHS video of his 1999 wedding and I converted to DVD for him & his Dad who lives in UK.
He said the UK bought DVD's he has in America won't play on his two DVD players and Playstation.
I understood all DVD players in America since 2003 were multi region....
I gave him a PAL version and an NTSC version (via Adobe Premiere and Encore) and he has just reported back.....
The PAL version does not play - the NTSC does so the family over there can watch it on Mother's Day.

He assures me one of his players in only 2-3 years old......
Why is it not playing the PAL DVD???

REGION and FORMAT are two different things. The Region Code is simply a tag in the DVD data that tells it which parts of the world it should be playable in. The DVD player hardware will look for that code and only play DVDs that it is "allowed to". However, if the player simply cannot play PAL DVDs, then Region Code doesn't matter.

From what I've seen on the forums over the years, most PAL DVD players have NTSC playback capability. However, NONE of the US (NTSC) DVD players can play PAL DVDs that I'm aware of.

Yeah, multi-standard players are common outside of North America, but all consumer level players in North America are NTSC only.

I just had to do something similar for footage of my late Grandpa on PAL 8mm tape. I captured using my Intensity Pro in PAL and did a framerate conversion to play it out on a NTSC DVD (since all the players in China are multi-standard)
