Googling for this would yield several results, methinks. For my storyboarding and pre-production I use CeltX. I'm sure there's others out there too.

Agree that Celtx is a very good freeware although I did buy the add-ons for like $15. I use Storyboard Pro when I want to see the camera moves but $ouch. Cheers

Free and absolutely the best? Blender.
Other option: Get a trained artist to help you out or take a sketching class. Most storyboard apps are expensive - but you get perfect perspective control, accurate lens FOV and DOF, lots of characters, props and sets, etc. Frameforge is the best, but not cheap.
