Can I use a non HD Camera as a deck to upload HD Footage to an NLE? If so, will it automatically convert it to SD or will the upload still be HD?

No. A DV deck or cam will not play HDV footage. All you'll get is a blue screen.

That is correct. It would not be able to read the recorded HD signal.

It will fast forward and rewind the tape, but that's all it will do for you.
