creating depth of field with DV.

i have a few questions I have read that if you keep the F-stop low at like f1.6 to f2.0 and add a telephoto lens it will allow you to throw out the background. Do you have to zoom in all the way also? or just add the telephoto lens? any help n this subject would be great.
