HVX or HD help. How can this be fixed.

Im new to the HD workflow, and problems are stacking higher then solutions.
Im running to HVX with m2, nikon 58mm 1.8, 1080 24fps.

I just bought a pretty good fluid head tripod, but Im having serious panning problems. Every time I pan from left to right, diagonal, up/down it rides smooth for a few seconds then seems to just jump or skip on the monitor. Is it my shutter? Im shooting 24 and the shutters at 24. I just don't understand. My DVX also did this, but only when I tilted up/down. Can anyone explain to me why? I tried taking my time with the pans, but after a few seconds it always skips or refreshes or whatever its doing...... Please Help.

OIS on or off? Typically if you're on a tripod, the OIS should be off, or you'l get "jumps" sort of like you're describing.
