Upresing stock footage to 720?

I'm a film student currently working on a music video project for a very raw Blck Metal band. We're going to be shooting the band's footage in 720p, but they've specifically asked to have old WWII footage spliced into the edit. I can effortlessly find such stuff with YouTube and GoogleVideo, but that's obviously very low res. Is ther a way I can upres it to 720? I've been thinking about simply downloading the clips, importing into Premiere and exporting as a 720 AVI...I know that the pixellation and general quality loss will be drastic, but the band don't seem to mind as it'll go with their overall raw and degraded sound and image.
