pan & scan quality

has anyone shot a project in HD, and then done "pan & scan" on each shot in an SD edit project?

I'm wondering about the quality of pans and zoom-ins - if there's flickering or pulsing or any other undesirable artifacts.

I haven't had any of those issues. And it's done for television all the time.
