blinking dots on the frame

I tried to export a short film i did to MPEG1 VCD (mpg) on premiere pro, but some blinking, green and yellow dots appear on some of the frames occassionally, just like the one on the left side of the screen cap above. Does anyone know what caused the problem?

I checked the original footage and it looks fine...
