VHS-C transfer question

I'm editing a baby video for someone who has a lot of footage on VHS-c. I've been able to tranfer all of it to my XL1S, but sometimes when the light is very bright on the original, its making horizonal lines on the miniDV tape. When I watch the footage strait from the VCR, everything looks fine. Its just when I bring it into the XL1S that the picture gets lines in it. It especially happens when the camera is pointed near blinds or something bright, and goes away when the image darkens. And the lines aren't lines from the blinds, they shake the picture where ever they are on the screen.

Has anyone else had this happen? Is there any way to fix it during the transfer?

I don't know what kind of camera this was shot on, sorry.
