Monopod and OIS--Rule of Thumb?

i understand that it's not advisable to use Optical Image Stabilization when a camera is mounted on a tripod, but what about when it's mounted on a monopod? should OIS be on or off?

I wouldn't even think of using a monopod without OIS, unless you're panning of course.
