Convert VHS with time code burn in

I have a VHS tape that has been created with the time code burn in. My question is how can I copy this tape without the time code to use in Premiere Pro for editing. When I view the tape the time code appears at the bottom in a black box.

Basically you can't. If something is burned over the screen then
you are out of luck. Such tapes are for viewing only anyway. But
through masking and rotoscoping you might get rid of it with a
lot of work and a lot more time.
