Adjusting H&V Frequency

I've been trying to understand how adjusting the vertical and horizontal frequency affects image quiality. From the explanation in the manual setting both H and V to high is best for images with small patterns and lots of detail.
It would seem that this would be the optium setting for shooting.
In addition there is the V/H balance setting which allows you to balance sharpness between the vertical and the horizontal other then testing I have no idea which is ideal.
Are these three adjustments variations on detailing? Has anybody had any experience with these settings and how they should best be used.
