HD 60i to SD 30p

I was wondering what is the best way to get good looking 30p footage from interlaced HD video. Since interlace HD has 1080 lines of horizontal resolution you should be able to drop 1 field and get progressive video with 540 lines of resolution (more than the 480 lines SD video has).
I guess you could deinterlace the HD footage and then downresize. What is the best way of doing this in Vegas or Premiere Pro?
Any advice?

In Vegas, use Mike Crash's de-interlacer.
