editing videos frame by frame?

if you do a lot of video work that requires you to do frame by frame tweeking, would it be better to work with video that is true progressive? like 24p or 30p ?

obvioulsy, if you have interlaced frames, you will need to tweak twice more pictures than progressive.
By the way, what tweaking would require manual work that you computer cannot process ?
