Exporting 16:9 HDV to Letterboxed DV

I'm using a MacBookPro running FC Studio 5.1, and I'm having trouble exporting HDV footage that I shot in native 16:9 to letterboxed 4:3 DV or letterboxed 4:3 H.264 for 320 x 240 web delivery.

I can't seem to find the right combinations to make this happen using either compressor or Quicktime conversion. Every setting I use--even clicking the "letterbox" button in Quicktime conversion makes the final output anamorphic instead of letterboxed.

It's very frustrating. I've been having to create a new letterboxed 4:3 DV clip and then render the HDV before exporting the DV or H.264 clip. I'd like to skip this step and export straight from the HDV file.

Has anyone solved this problem yet?

=====================
If I'm too wordy above, I'll try to translate to pure tech jargon:

1. Shoot and Edit a clip on 16:9 1080i HDV. Lock Picture
2. Export 3 files using compressor:
a. 16:9 HDV
b. 4:3 Letterboxed DV
c. 4:3 Letterboxed H.264 (320 x 240 dimensions)
