dropped frames in flash video

I have been using Squeeze 5 Pro and encoding Flash 8 video from SD Mpeg2 interlaced and progressive files from Vegas and have had no problems.

I shoot with a EX1 720x50p, edit in HD, down converted with Vegas to 720x576@25i for DVD and then to Squeeze. The burnt DVD looks great on PC a 1080x720 Plasma and a 15yr old CRT as does the Flash video.

The problem I have has only come about with footage that I down converted using Clipbrowser 720x576@25i
DVD looks great but Flash is no good.
It looks as though it is dropping 2 or 3 frames once per second as it is regular.
I have tried and tweaked just about every flash setting I can think of with my small knowledge using Flash 8 vp6 pro and H264 but still get the same results only minor differences.

I know I must be missing something.

Any help would be great?
