Can anyone identify this effect/technique?

Hi all,

I'm trying to find out if this effect is a 3rd party pluggin filter or just a good use of duplicate layers offset and scaled with animated masks running over them to reveal the different layers. Has a nice fluid sense i think.
Could be done by first animating sequences in flash and using them as alphas for the matts?
any ideas would be greatly appreciated.

that can done in Apples Motion software very easily. Its a smiple filter, dont know the name sorry.
