23.98P to 29.97I for broadcast? Please Help at DVinfo.net

I am in need of some expert help. I shot seven 30 min television shows on 2 XL2s at 24P. I then reverse telecined all of the footage in cinema tools to 23.98. The footage looks incredible, but now that everything has been edited to 23.98 I need to convert it back to NTSC for delivery on mini DV. What is the best way to convert back to 29.97 Interlaced while maintaining optimum quality and not introducing any duplicate frames?

Do I have to telecine the footage again in JES Deinterlacer or CinemaTools? I am looking for the absolute best way to accomplish this conversion. Any help is GREATLY appreciated.
