Wavy DVD lines

When I burn a DVD with Premiere Pro, by doing Export-->export to DVD, the resulting video has motion artifacts and looks "wavy". I am using NTSC DV footage, exporting with the 'no fields' option enabled, and I am using the NTSC Progressive 4x3 High Quality settings. Any suggestions would be appreciated.

why are you exporting progressive when the footage was shot interlaced?

I tried exporting with it interlaced first, with lower field first, but for some reason there were even more motion artifacts and wavy lines. I have also tried increasing the bitrate to 9mbps, which helps a little bit..
