Dual Layer Bit Budgeting Help, Please

I've seen a few bit budgeting pages, they're slightly confusing. Can anyone tell me the few steps in figuring out bit rate, especially for DL discs? Thank you very much.

What software are you using for authoring? Accuracy and availability of capacity estimating tools can vary widely depending upon the tools you use. For example, Encore will let you import assets in their native format and can automagically transcode for max or best bitrate. It'll do it for DVD-5, DVD-9 (dual layer) and BD. I love it. I'm lousy at arithmetic.

What's your software?
