More 16:9 render out woes

I am using Premiere Pro 2. I have a SD 16:9 project. I am exporting with 1.0 square pixels so it displays properly with the black bars on the top and bottom in 720x480 dimensions. All works perfect except one clip that has 125% zoom applied to it. It takes up the entire 720x480, while all the %100 footage has the black bars on the top and bottom. How can I make the zoomed clip behave like everything else? Is there a matte I can slap over the whole project to be safe?
