What is the best way to make a snapshot?

For a website I need to make snapshots of footage.
I use the regular Ctrl+Shift+M for exporting a BMP file in Premiere Pro / AspectHD. But the BMP doesn't seem to be as crisp as the original footage.
It seems to have less resolution altough it says to be 1280x720, which is the same as the footage. Any ideas to make the best snapshots?

The BMP should match the image very closely (as close as 24-bit RGB can.) The difference are likely just the way the image is presented through different scaling algorithms. If the source and BMP and displayed without scaling they should look indentical.
