Converting DVCPRO tape with HDLink

Decklink cards digitizes DVCPRO tape at the deck's native 59.94fps frame rate. I have some tapes that were shot at 23.976fps, so the resulting files have duplicate frames. Can HDLink be used to drop the duplicate frames while converting to CineForm files? The "Remove duplicate frames" check-box says "P2 720p only", but I'm not sure if that means ONLY P2 source files, or if any 720p 59.94 files would work.
